Social Security strategy

Does the Bush Social Security strategy remind anyone of his Iraq strategy?

First, invent a crisis.

Second, propose a drastic, high-risk solution against strong, opposing, fact-based advice from government experts.

Third, create a disaster and increase human suffering.

In the case of Social Security, citizens may be able to avert step three.
