Penquis Community Action Program has received a $115,000 grant from the Maine State Housing Authority to make 3 percent home improvement loans to low-income homeowners in Penobscot and Piscataquis counties under a revolving fund.
Loans up to $10,000 will be available for sanitary water and waste disposal systems, freshwater systems including wells, electrical wiring, heating, minor foundation repair, roofs, and accessibility for handicapped people. Where funds exceed $2,500, a mortgage will be required. All loans require matching funds of cash, donated services, materials, general assistance funds, Community Development Block Grant funds, or Penquis CAP weatherization.
Stephen Mooers of Penquis’ Housing Preservation Loan Program said that monthly payments may be as low as $25. Applications are available at Penquis CAP, Katahdin Street, Patten.
