Bay State to extradite parolee

NEWPORT — The Massachusetts Parole Board has notified Newport police that it will extradite a felon the officers recently caught allegedly burglarizing Chinaway Restaurant.

Michael G. Smith, 28, who had been living in Newport but was originally from the Boston area, was discovered inside the restaurant after hours on Oct. 1 by Officer Glenn Raymond and Sgt. Sanger Davis, according to Newport police Chief Jim Ricker.

He was charged with burglary and theft and was taken to Penobscot County Jail. Smith was bailed on his own recognizance, said Ricker “which is unprecedented considering the severity of the charges.” During his arrest, Smith revealed to the officers that he was a parolee from Massachusetts, but because the incident occurred on the weekend, Ricker said that information could not be immediately confirmed.

“We continued to gather information on Smith,” said Ricker and ultimately found that Smith had 21 felony convictions in Massachusetts and was violating his parole by leaving the state.

“We were notified that he had been armed and dangerous on many occasions,” said Ricker. Police reports of the Chinaway burglary indicate that Smith was found with a large knife tucked into the small of his back when he was arrested.

During the week of Oct. 21, a search warrant was executed on Smith’s apartment on Shaw Street. Smith was in hiding, but Ricker said that various items that were recovered conclusively linked him to a second burglary in Newport, at Hooligan’s Restaurant.

“We learned where Smith was hiding,” said Ricker, “and entered an apartment at 85 Main St. Friday afternoon, Oct. 25.” Smith was found hiding under a blanket in a bedroom. He was arrested on the parole violation from Massachusetts and was returned to Penobscot County Jail.

Ricker said the crimes that Smith had been convicted of in Massachusetts included breaking and entering, larceny, armed robbery and receiving stolen goods. Ricker said Newport police would seek an indictment of Smith regarding the alleged burglary at Hooligan’s. Assisting in the second arrest were Penobscot County Deputy Darryl Whitley, former Newport Officer Scott Webber and Sgt. Sanger Davis.
